Full Journal pdf2002-05-16 House Journal Page 3807 HB 246 Representative James moved and asked unanimous consent that the House consider the Senate message (page 3802) on the following at this time: CS FOR HOUSE BILL NO. 246(JUD) "An Act relating to regulation of a person providing insurance for the cost of medical care, to confidentiality of insurance records, to insurance hearings, to insurance fees, to annual and quarterly statements by insurers, to managed care insurance, to taxes on insurance, to insurer certificates of authority, to risk based capital for insurers, to unauthorized and nonadmitted insurers, to surplus lines insurance, to health insurance, to life insurance, to annuity insurance, to consumer credit insurance, to insurer liquidation, to multiple employer welfare arrangements, to the Alaska Insurance Guaranty Association, to hospital and medical service 2002-05-16 House Journal Page 3808 corporations, and to regulation of insurance producers, agents, brokers, managers, and adjusters; and providing for an effective date." and SENATE CS FOR CS FOR HOUSE BILL NO. 246(JUD) "An Act relating to regulation of a person providing insurance for the cost of medical care, to confidentiality of insurance records, to insurance hearings, to insurance fees, to annual and quarterly statements by insurers, to managed care insurance, to taxes on insurance, to insurer certificates of authority, to risk based capital for insurers, to unauthorized and nonadmitted insurers, to surplus lines insurance, to health insurance, to life insurance, to annuity insurance, to consumer credit insurance, to insurer liquidation, to multiple employer welfare arrangements, to title insurance, to the Alaska Insurance Guaranty Association, to hospital and medical service corporations, and to regulation of insurance producers, agents, brokers, managers, and adjusters; and providing for an effective date." (SCR 42- title change resolution) There being no objection, it was so ordered. Representative James moved that the House concur in the Senate amendment to CSHB 246(JUD), thus adopting SCS CSHB 246(JUD), and recommended that the members vote yes. **The presence of Representative Davies was noted. Representative Bunde rose to a point of order. The Speaker advised the other member to redirect the discussion. **The presence of Representatives Berkowitz and Croft was noted. Representatives Lancaster, Mulder, Rokeberg, and Williams moved and asked unanimous consent that they be allowed to abstain from voting due to a conflict of interest. Representative James moved and asked unanimous consent that the roll call on the passage of the bill be considered the roll call on the effective date clause. There being no objection, it was so ordered. The Chief Clerk was instructed to so notify the Senate. SCS CSHB 246(JUD) was referred to the Chief Clerk for enrollment.
